The actual difference

A static ISP proxy is a single address issued by a consumer internet provider but hosted in a datacenter. It looks residential to the site, it never changes, and it runs at datacenter speed with unmetered or generous bandwidth.

A rotating residential proxy draws from a pool of real consumer connections, giving you a different exit whenever you want one, billed by the gigabyte.

Neither is better. They solve opposite problems.

Choose static ISP when consistency is the point

Anything tied to an identity: managed accounts, seller dashboards, ad platforms, long-lived logged-in sessions, partner portals. Platforms treat a changing IP as a risk signal on an established account, so stability is protection, not convenience.

Also choose it when bandwidth is heavy and the target does not require pool variety — the flat monthly cost beats per-GB billing quickly.

Choose rotating residential when variety is the point

Anything where the same address making many requests is the problem: price monitoring across thousands of listings, market research at scale, ad verification from many locations, SERP collection, large crawls. The pool spreads your footprint so no single address stands out, and country or city targeting gets you the local view.

Speed and cost

Static ISP wins on raw speed and latency — it is a datacenter line wearing a residential label. Rotating residential is slower per request because the path goes through a real consumer connection.

On cost, static ISP is priced per IP per month and is cheap for heavy sustained use on a few identities. Rotating residential is priced per gigabyte and is cheap for wide, light coverage.

Most serious setups use both

A small block of static ISP addresses for the accounts and dashboards that need a fixed home, and a rotating residential pool for everything exploratory. Route per task, not per team, and the bill drops while the success rate rises.

Quick decision rule

Ask one question: does the target expect to see the same visitor come back? If yes, static ISP. If it should see a normal spread of ordinary visitors, rotating residential.
